On March 31st, 2023, the Ministry of Culture and Tourism announced the immediate resumption of international group tours and “Flight + Hotel” packages for foreign travelers entering China. This marks an exciting new chapter in the global travel industry as China gradually reopens its doors to foreign visitors.

The notice requires all regions to adhere to the principle of territorial management and cautiously promote the resumption of international group tours operated by local travel agencies. Agencies are urged to collaborate with overseas counterparts for itinerary design and product integration while implementing strict pandemic prevention measures. Travel agencies are expected to follow group management protocols, enhance inbound tourism service quality, maintain market order, and showcase China’s excellent tourism image.

Within just half an hour of the announcement, inbound flight searches on relevant travel platforms surged by over 200%. Data from Ctrip’s FlightAi Market Insight Platform revealed that by March 30th, the number of inbound flights scheduled for April had recovered to more than 30% of 2019 levels, with search volume increasing 370% year-on-year.
